In 1999 H-Kraft submitted to Roger, as part of a solution for the entire water-conservation and distribution system for the city, a proposal featuring a lake of a ten meters depth and as large as the whole outer gardens / park area.
  
This proposal Roger then sought to include in the Master Plan that was presented to the Governing Board in December of the same year.
Objections were raised at once and noted, as it did not seem to correspond to the Mother's recorded descriptions of the central area of Auroville.
